Opinion: First Step: Excise Taxes

Wouldn't it be great to have all Filipinos healthy and in good condition?

Well last Wednesday, February 20, President Duterte signed Republic Act 11223 or the Universal Health Care Law (UHC), which expands health services and grants health coverage for all Filipino citizens.

This a noble yet daring move from the government as it is in line with the goals of our society for health. As mandated by Article XIII, Section 11 of the 1987 Constitution, “The State shall endeavor to make essential goods, health, and other social services available to all the people at affordable cost… (and) …shall endeavor to provide free medical care to paupers.”

However, the UHC may still not meet the expectations of the public. According to Health Secretary Francisco Duque III, the UHC will need about P257 billion in its first year of implementation to meet the demands for facilities, equipment, services, medicine, treatments, and the like provided by the law.

This is important because it means failure for the law if it cannot commit to its promises.

To address this, Duque urged the Congress last Thursday to raise the excise tax on tobacco and alcohol, or sin tax, to fund the implementation of the law. Senator JV Ejercito also proposed to increase the tax on each pack of cigarettes to P90, while Senator Manny Pacquiao proposed P60 to also help in funding.

But what are the pros and cons of using excise tax for the UHC really?

First of all, a good reason for using it is that it can help with preventing negative health effects on consumers caused by the levied products. Since the tax on the product is raised, it's price will also increase proportionally. This means that the consumer base of said products will also inversely decrease, leading to less people being affected by their negative health effects.

A second and very obvious point is that the money collected from the excise tax can be used to fund the law. Excise tax can generate a relatively stable source of income for the government which is very essential for executing the programs in this project.

Now a counter for the first point is that although the demand for products such as alcohol and tobacco must go down once the price goes up, a study in economics shows that sin products have an inelastic price-demand curve.

Because of this, it is believed that raising the tax will not deter the consumers from buying these products. Instead, it might lead them to sink more into poverty rather than having them abstain from usage.

Despite this belief, there was a 2013 study in Bayawan City, Negros Oriental that found a decrease in consumption of cigarettes from the respondents after a higher excise tax was implemented. With these results, it can still be said that raising the taxes on these products can still discourage people from buying them.

Another thing that may happen by raising the tax is the loss of revenue for the particular businesses targeted. Losing a consumer base may lead to lower sales, and lower sales may lead to less money to pay people with. It can create a large-scale loss of jobs for many people in the industry, if not addressed properly.

Though this sounds far-fetched, policymakers take these concerns into account when selecting the amount to levy from the sin products.

But regardless of the policymakers’ discernment, the argument for the inelasticity of the products’ demand can also be used in retaliation to show that people will still buy and pay for the products, even at a high price.

For now, another criticism for excise taxes is that they are anti-poor. This is because they naturally do not serve vertical equity, meaning all people will equally have to suffer the increase in the products’ prices regardless of a person's income bracket and so on.

Due to this, rich people can also avail these sin products more as opposed to poorer ones, and that the government must then find a way to penalize them to maintain equity.

But then again, from the government's standpoint, these richer people would be able to contribute more to the funds for the law due to their patronage. Thus, there is a twisted moral action that can result from the tax.

Still, the law, as mentioned, will equally provide health opportunities for all Filipino citizens which means one way or another, equity is preserved.

In the end, it is up to the consumers to be responsible when purchasing products under the excise tax. It is their cooperation with the government that will eventually benefit not only them, but also the rest of the Philippine nation when the actions for the UHC are enacted.

Now, the best thing to do as community members is to engage in efforts for the UHC law, to be able to truly further its progress in implementation. And now, it’s by supporting the increase of excise taxes.

Good health and well-being is not a far dream for us as long as we work together to realize it. It only takes a little bit of understanding and commitment from us to actually achieve the goals we've set for ourselves.

Opinion: They may be leftist, but they still have rights

Going against the government is not news when it comes to our nation.

Due to the history of revolution in our society since the Spanish colonization, talks of insurgencies and dissenting movements have long been happening here in the Philippines. This can be seen in the manifestation of the Communist Party of the Philippines (CPP), New People’s Army (NPA), and National Democratic Front (NDF) in the modern era.

It is not hard to see why our government would oppose the people affiliated with these so-called leftist groups for they may pose a threat to the integrity of our country’s current structure.

People in conflict with the government’s principles and ideals make it difficult for our government to preserve national unity, a necessity for the development of the Philippines.

This opposition by the government is evident in the statement of National Youth Commission (NYC) chair Ronald Cardema last Tuesday, February 19, when he called on President Rodrigo Duterte to revoke the scholarships of “rebellious” students.

Cardema, who headed the Duterte Youth group before he was appointed NYC chair in 2018, called for an Executive Order which would remove government subsidies in scholarships for these students who are “anti-government,” and called on officials of Sangguniang Kabataan (SK), Reserve Officers’ Training Corps (ROTC), and Citizen Army Training (CAT) to report scholars who are linked to the CPP, NPA, and NDF.

“The Filipino People formed the Government to govern, to regulate, to discipline, to collect taxes, and to allocate the Filipino People’s funds into government scholarships & programs. Fighting the government means fighting the majority of the Filipino People,” he said.

He believes that the students who go against the government which pays for their education do not deserve the perks they obtain from them, and should be disqualified as such.

This is reasonable yes, since students who receive benefits from the government have an obligation to give back to the country that helped them by strengthening its structure and organization.

But this isn't always the case. Take University of the Philippines (UP) as an example.

All people, regardless of “age, gender, nationality, religious belief, economic status, ethnicity, physical disability, or political opinion, or affiliation” according to RA 9500 or “An Act to Strengthen the University of the Philippines as the National University,” are eligible for admission in the National University.

This means UP does not discriminate, even against those politically affiliated with leftists. They are still bestowed by law the right to education, which is universal.

Along with this is another law called RA 10931 or the “Universal Access to Quality and Tertiary Education Act” (UAQTEA) which also grants free college opportunities for all Filipinos. This similarly provides that political affiliation does not serve as basis for disqualification of scholarships.

Besides, even without RA 9500 or RA 10931, depriving people of this right is still unconstitutional. Cardema's proposal violates both Article III, Section 4 and Article XIV, Section 1 of the 1987 Philippine Constitution which talks about the right of all citizens to freedom of speech and expression, and the right of all citizens to quality education respectively.

Cardema may have retaliated with “walang batas-batas o charter-charter (there is no law or charter)” for these “rebellious” students, but it does not mean that we, the people who still follow these laws, should follow suit in their beliefs.

On another note, Department of Education (DepEd) Secretary Leonor Briones brought up another important point against the NYC chair's proposal: instead of political affiliation, academic standing serves as a more definitive basis for the scholarships.

It is more reasonable for academic performance to be used as a determinant for financial aid because this reflects the results of the support provided by the scholarship. This correlation is more important than any other external factor such as political affiliation.

Malacañang through Presidential Spokesperson Salvador Panelo has also given a statement with a similar nuance to Briones’ response, highlighting that the government itself is also against this proposition.

Panelo also said that using political affiliation as a basis is also prone to abuse, since there is no guaranteed way to identify if a student is an insurgent.

Who knows? If the authorities start labeling students without substantial proof, it would again be a violation of our freedom as Filipino people.

In short, this proposal by the NYC chief is a bad idea. It is unconstitutional, hypocritical, and a violation of multiple human rights.

It is not right to strip off any person the right to education whatever context they may come from, even if he or she has opinions in conflict with the government. //by Aldric de Ocampo and Gabe Ulanday

Tubig ang isa sa pinakaimportanteng bagay sa buhay ng tao. Ito ang bumubuo sa halos 60% ng ating katawan, at tatagal lamang ang isang indibidwal nang mga apat na araw hanggang isang linggo kung wala siyang tubig.

Pero anong gagawin mo kung sakaling ipagbawal ang pagdadala nito sa isang pangunahing pampublikong transportasyon?

Noong Enero 31 sinimulang ipatupad ng mga train managements ang ban sa mga bottled liquids tulad ng tubig, pabango, alcohol, lotion, at marami pang iba sa loob ng mga istasyon ng tren sa National Capital Region (NCR).

Sakop nito ang Light Rail Transit (LRT) 1 at 2, Metro Rail Transit 3 (MRT 3), at Philippine National Railways. Alinsunod ito sa direktiba ng Philippine National Police (PNP) at National Capital Regional Police Office (NCRPO).

Nagbunga ng samu’t saring pambabatikos mula sa mga netizens ang nasabing liquid ban dahil sa abala na naidulot nito. Mayroon ding nagreklamo sa kakulangan ng pamantayan para sa mga ispesipikong likido na hindi pwedeng dalhin sa loob ng tren.

Ilan sa mga reklamo mula sa Twitter ay ang sumusunod:

“The LRT and MRT ADMIN should specify which liquids are prohibited. I travel with my contact lens solution A LOT and bring a bottle of perfume too. Also, lighters are not prohibited. I'd be fearful of anything that can cause fire more than anything liquid tbh.” mula sa tweet ni @thysz.

“Teh I just forcibly drank my water sa mrt station kasi bawal daw any liquid hahah :( Buti wala akong dalang pabango pero bakit. Brb drowning.” mula sa tweet ni @kairanano.

Dagdag dito, naging laman din ng balita ang isang Tsinong babae matapos niyang buhusan ng taho ang isang pulis sa istasyon ng MRT-3 dahil sa ban.

Naging depensa naman ng mga pamunuan ng mga istasyon na para raw ito sa seguridad at kaligtasan ng mga commuters. Tugon kasi ito sa isang terror attack na ikinasawi ng mahigit sa 20 tao sa isang katedral sa Jolo, Sulu noong Enero 27. Hindi tiyak ang partikular na materyal na bumuo sa mga bombang ginamit noon, pero alam ng pamahalaan na Improvised Explosive Devices (IED) ang mga ito.

Ayon kay NCRPO chief Director Guillermo Eleazar sa isang artikulo sa GMA News Online, “Meron kasing ibang mga liquid items na pwede itong mga chemicals na maaaring harmful sa ibang mga kasamahan natin para mag-cause ng harm sa iba.”

Ibig sabihin niya rito ay maaari kasing gawing liquid bomb ang kahit anong uri ng likido. Isa rin itong klase ng IED na maaaring maging panganib para sa publiko.

Kung tutuusin, maganda naman talaga ang kanilang dahilan para sa pag-iimplementa nito. Makikita na tunay nilang iniisip ang seguridad at kaligtasan ng mga mamamayan sa pamamagitan ng pagiging sigurado.

Hindi lang iyon, naging maunawain din sila sa mga likidong ginagamit ng mga may sakit o mga sanggol para sa pag-aalalay sa kanilang mga pangangailangan, kaya pinayagan nila ito sa loob ng mga tren.

Pero kailangan bang pati ang mga pangkaraniwang likido na ginagamit ng mga tao sa buhay ay ipagbawal sa tren?

Kasabay rin kasi ng ban na ito ang mas pinaigting na seguridad sa mga pila ng istasyon. Kung gayon, hindi ba dapat mas madali nilang masusuri ang mga likido kung tunay bang delikado ito?

Pwede naman silang bigyan ng sapat at angkop na kagamitan para sa pag-eeksamen ng kemikal upang mapabilis ang pag-vavalidate sa mga likido. Pero bakit pagpapainom o pagpapagamit lang ng mga likido sa mga commuter ang naging pang-check nila? Hindi ba ito pagkukulang sa kanilang bahagi?

Bukod pa rito, malaking sagabal din kasi sa pang-araw-araw na buhay ng mga commuters ang ban. Madalas na nagdadala ng mga likido ang mga tao kung saan-saan dahil kailangan nila ito sa kanilang mga pangkaraniwang gawain o kaya'y para sa mga emergency.

Halimbawa na lang ay isang estudyanteng nagdadala ng tubig sa paaralan. Kailangan niya ito sapagkat mas mahal kung bibili pa siya sa kanilang canteen. Pero kung kukumpiskahin o pipilitin niyang ubusin ito bago makasakay ng tren, hindi ba't nawawala ang saysay ng kanyang pagbabaon ng tubig? Ito ay isang butas na nakaligtaan nila sa ban na ipinatupad.

Bilang tugon, tinanggal na muna ng management ng MRT-3 ang kanilang ban sa bottled water at iba pang liquid items noong Pebrero 21, pero kailangan pa ring subukan ng mga commuters ang mga produktong dala nila sa harap ng MRT security personnel para payagan ito. Dagdag pa rito, pansamantala ring inalis ang ban sa LRT-2 habang nanatili ito sa LRT-1.

Sa ngayon, mabuting ganito ang naging pasiya nila sapagkat kailangan pang marepaso ang ban na inimplementa. Kaysa mapanatili ang seguridad at kaligtasan ng mga mamamayan sa NCR, mas naging sagabal lang ito sa kanilang pamumuhay.

Kung nais ng pamahalaang mapangalagaan talaga ang mga mamamayan mula sa banta ng panganib, dapat kasabay rin na hindi mahadlangan ang pamamalagi ng mga mamamayan mismo sa kanilang pamumuhay. Taliwas sa pagpapahalaga nila ito kung sila rin ang nakakasagabal sa magandang pamamalakad ng sistema.

Kung nais nilang ipatupad muli ang ban na ito sa mga tren, dapat maging komprehensibo at epektibo muna ito para sa susunod na pagkakataon. //nina Cedric Creer at Aldric de Ocampo

Ginanap noong ika-14 ng Pebrero ang Iskosina 2019 sa Foods Lab. room ng Gusali 7-12 bilang bahagi ng mga programa sa UPIS Days.

Nahati ang patimpalak sa tatlong kategorya, ang patimpalak para sa Kindergarten-Grado 2, Grado 3-6 at Grado 7-10.

Ang panuto para sa Kindergarten-Grado 2 ay maghanda ng sandwich. Ang Grado 3-6 naman ay pinaghanda ng pagkaing Pilipino. Para sa Grado 7-10, kailangang magluto ng isang putahe na gumagamit ng kalabasa bilang pangunahing sangkap. Binigyan sila ng isang oras at tatlumpung minuto para matapos ang pagluluto.

Para sa Kindergarten-Grado 2, ang mga kalahok ay nahati sa apat na grupo: Kahel, Lila, Bahaghari, at Luntian. Ang bawat grupo ay binubuo ng isang kinatawan bawat grado kasama ang isang magulang. Ang mga grupo naman ng Grado 3-6 ay nahati sa tatlo: Kahel, Lila, at Luntian na binubuo ng isang kinatawan bawat baitang. Samantala, ang bawat grupo sa Grado 7 -10 naman ay binubuo ng tatlong miyembro na kinatawan ng bawat seksyon ng kanilang baitang.

Ang nanalo para sa Kindergarten-Grado 2 ay ang grupong Bahaghari na binubuo nina Pia Tagayuna, Gihannah Maliedem, Mishi Guiang at ang magulang na si G. Clint Guiang. Ang nanalong pagkain naman para sa Grado 3-6 ay nagmula sa grupong Lila na binubuo nina Cassiopeia Andaya, Jasmine Tolentino, Maria Antonia Tongol, at Pia Meliton. Ang kanilang inihanda ay Malunggay and Kang Kong Balls. Nagtagumpay naman ang Grado 7 sa kanilang inihandang putahe na may sangkap na caramelized calabasa na kanilang tinawag na “Calabazap.” Binubuo ang grupo nina Pauline Vargas, Anna Dalet, at Jen Onal.

Media Center Hosts Annual MCLive

Memories, dreams, and emotions were shared over the annual MCLive event with the theme “Match” hosted by the University of the Philippines Integrated School (UPIS) Media Center (MC) on February 14, 2019, at the 3-6 Bulwagan.

The event aims to promote the Media Center’s online publication site Ang Aninag Online while showcasing the various talents of the students as they take the center stage, performing musical numbers, spoken poetry, and dance numbers.

With the program hosted by MC2020, the set design of 2021, and the concessionaires managed by MC2019, this year’s MCLive is the first that was done with a collaboration of three batches.

The event opened with the first set of performers, namely All-In, followed by the musical talents of Dindin Tinco, Josh Santos and Max Salvador, succeeded by the band Alitaptap. The first set of performers finished with a musical number from Aldrich Agad, Keio Guzman, and Yanna Reblando.

Before the second set of performers, a tribute to the graduating MC 2019 was done through an audio-visual presentation of MC2019’s various moments, a spoken word performance by Onise Manas, and a short message from Owen Bernos, the current Editor-in-Chief of MC2020.

The second set of performers started with a dance number from Yumi Dela Torre, followed by a musical number from Kennard Bondal and Ulap Coquilla. After, Angie Albao and Isa Isip also showed their musical talents, followed by a solo performance from Jean Sabate.

The program drew to a close with the bands Yang n co. and Smilky taking center stage.

Apart from the performances, there were also a variety of concessionaires from different grade levels, providing food, drinks, and services to those who attended the event. //by Keio Guzman

The use of plastic is still necessary but its usage needs to be responsibly regulated and properly managed in order to preserve and protect the environment from wanton destruction, said Gabriel V. Uchi from 3-Lawa.

He is one of the winning representatives of the Mr. and Mrs. Advocacy Pageant held at the 3-6 Bulwagan last February 14, 2019, Thursday.

The winning pairs of each grade level are as follows:

Grade 3 Lawa:
• Gytha Fayme A. Garcia
• Sean Ian Gabriel V. Uchi

Grade 4 Singkamas:
• Reilly Clarence B. De Leon
• Athena Elise A. De los Reyes

Grade 5 Mayon:
• Marcus Ethan M. Bamba
• Jan Makki M. Dela Cruz

Grade 6 Topaz:
• Raphael Vitto B. Janapin
• Elis Sylvia R. Reyes

Each section from Grades 3-6 were required to present two representatives who were given two weeks to prepare a costume based on their assigned category.

The categories were, Marine Life for Grades 3 to 4 and Life on Land for Grades 5 to 6.

Each pair of representatives were given time to present their advocacy and their costumes. After which, they would then randomly select a question based on their category and answer it.

The judges of the pageant are Mr. Brenson Y. Andres, Mr. Emmanuel B. Verso Jr. and Ms. Anna Christina G. Nadora. Participants were judged based on the following criteria: showmanship and confidence with thirty-five points, question and answer portion with another thirty-five points, costume and props with twenty points, and finally their introduction at ten points. //by Cyñl Tecson and Gabe Ulanday

“Pupunta ka sa MCLive?” tanong ko sa’yo habang nagsusulat tayo ng HW essay natin sa English sa loob ng library.

“Hindi ‘Teh, baka may pupuntahan ako.”

Napatagil ako sa pagsusulat at napatingin sa’yo.

“February 14? May gagawin ka? E, Valentine’s Day ‘yun a.”

“So? Bawal akong umalis?” patuloy kang nagsulat at ‘di tumingin sa akin. Napangiti ako at sinundot ko ang pisngi mo gamit ang bolpen ko.

“May date ka ‘no?” pabiro kong sabi. Alam ko naman kasi na wala kang lovelife o kahit isang crush man lang sa ngayon.

Pero bigla kang tumango at sumunod do’n ang pamumula ng buong mukha mo.

“TEKA, TOTOO?” malakas kong sabi.

“SHHHHHHHHHHHHHHHH.”

Kinagat ko ang labi ko at mahinang nag-sorry. May narinig pa akong bulong pero di ko alam kung anong sinabi.

Inusog ko papalapit ang upuan ko sa’yo.

“Bakla ka ng taon! Sinong ka-date mo?” pabulong kong sabi.

“Basta,” inilapit mo ‘yong mukha mo sa papel at ‘di ako tiningnan.

“Si Patrick ba? O si Mark? Ah! Si ano, anong pangalan ‘non, ‘yung crush mo sa grade 7? ‘Yung Arnold ba ‘yon? Anthony? Akutchichi? Anualdo?”

“Pwe, pangit naman ng mga pangalan, Bruha, hindi! Wala sa mga ‘yon.” At lalo mo pang sinubsob ang mukha mo at patuloy na nagsulat.

“E sino ba? Outsider ba? May di ka ba nakukuwento sa akin? Akala ko ba walang sikret-sikret? Hoy!” Ang dami kong sinabi, pero hindi mo ako pinansin.

“Sulat ka nang sulat akala mo naman may naisusulat ka. E, parang hahalikan mo na ‘yung papel e. Baka naman ‘yan yung ka-date mo ha?”

“Hindi nga. Basta. Malalaman mo rin. Sasabihin ko sa’yo.”

“Okay, sabi mo e. Pero wait, i-confirm mo lang sa akin: Papi o Shuwanget??”

“Neither.” Bigla kang tumayo, nag-ayos ng gamit at iniwan ako sa library.

Matagal naman na tayong magkaibigan, at masasabi kong kilala na kita. Paano, lahat sinasabi mo sa akin, mula sa kung anong ulam mo sa agahan hanggang sa kung anong kulay ng bago mong bed sheet. Kaya nga ang weird lang na ayaw mong sabihin sa akin kung sino yung ka-date mo sa araw na ‘yon, eh lagi ka namang nagkwekwento ‘pag may bagong crush ka.

Pero teka… Napansin ko nga na masyado kang iwas sa akin nang mga nakaraang araw… Paano kung...

Parang namula ang mukha ko sa naisip ko.

No, hindi pwede. Full-blown gay siya. Pa-mhin nga lang, pero gay.

Kaya imposibleng magkagusto siya sa babae. It’s a no. Isang malaki at all caps na NO.

Sa mga sumunod na araw, kinulit kita kung sino ba yung ka-date mo. Siyempre naintriga ako sa pa-showbiz mong sagot. Pero mukhang naiilang ka kaya tinigil ko na. Malalaman ko rin naman kaya hinayaan ko na lang. Pero dahil sa hindi naman natin napag-uusapan, e nakalimutan ko na rin siya kalaunan. Napagpasiyahan ko na rin na hindi na lang pumunta sa MC Live, tutal wala naman akong makakasama.

Ilang lingo na rin ang nakalipas, puro reqs, practice, tests at project, sa wakas ay UPIS week na. Kakatapos lang ng powerdance. Pagod, pero masaya, nanalo kasi tayo.

“Ay ‘Teh, samahan mo ako bukas pwede?” tanong mo sa akin habang sumusubo ng kwek-kwek.

“Ay sige G ‘Teh, ano ba gagawin?” punum-puno pa ng pancit canton ang bibig ko kaya medyo malabo pagkakasabi ko.

“Kakain. May gift check kasi ako sa isang resto sa TC tapos due na ngayong linggo. Sayang naman kung ‘di ko gagamitin”

“Ay gusto ko ‘yan, libreng food. Sige, I’m so down,” sabi ko at masayang nilantakan ang pancit canton ko.

Kinabukasan ay nagkita tayo sa school at pumunta agad sa TC. Akala ko kakain lang tayo, pero nag-aya ka munang manood ng sine at mag-timezone. Buti na lang may pera ako, kung hindi nangutang pa ako sa’yo nang ‘di oras. Pero kahit wala naman akong pera, hindi pa rin naman ako tatanggi kasi masaya naman ako.

Pero nakakainis kasi puro couples ang mga nakakikita ko, mula sa sinehan hanggang sa resto. Nakakaasar lang. Nang-iinggit lang?

Dear Diary,

Kaninang umaga, habang papasok ako sa klase, hinampas ng malamig na hangin ang aking mukha... Rude! Sa inis, napatingin ako sa paligid naghahanap ng kadamay, ngunit lahat ng tao sa paligid naka jacket... o di kaya ay may kayakap! Ako lang ata nakalimot ng pampainit, di ko naalalang malamig na nga pala ang pebrero ngayon...

Alam nyo parang tuwing Pebrero, mas nararamdaman ko na ang lamig. Ramdam na ramdam ko ang ihip ng malakas na hangin, ang maginaw na paligid at ang hamog sa umaga. Ngunit, sa mga nakalipas na taon, parang mas napapansin ko pa ito... Malamig nga ba ang Pebrero o lumalamig lang habang tumatagal dahil ito ang buwan ng pag-ibig? At tuwing sumasapit ang selebrasyong ito ay wala akong kasama... Hmm… questionable.

Kasi ganito ha? Hindi ko naman napapansin ang lamig dati. Bakit ngayon? Dapat nga masanay na lalo sa lamig kaso, bakit parang mas naging sensitibo pa ako? I mean, ayos lang naman sa aking lamigin… no biggie. Pshh. Pero, nakaka-bother lang talaga, alam mo ‘yun? Ang lamig-lamig ng paligid, wala man lang nagpapainit! Ugh.

A, speaking of nagpapainit. Sa sobrang lamig ng February parang gusto niya nang maging bermonths. Ano siya Februaber? Dahil ito sa global warming eh… Global warming… Tama! Malamang kaya ako nilalamig tuwing Pebrero dahil sa epekto ng global warming at pagbabago nito sa weather patterns! Wow, problem solved! It’s not me, it’s the weather!

As I look up into the steamy sky, fuzzy orbs of light float around, illuminating the cave ceiling. The dark horizon seem less inviting than the bright heavens. In the middle of the street, many carriages and people come and go. I felt my suitcase weigh on my hand. My palms were sweaty and my legs were shaking. I looked above hoping that I wouldn’t have to take another step forward. Yet I did.

Nang maidlip ako sa opisina naramdaman kong nahulog ako. Pagmulat ng aking mata, nakita kong napalitan ang kulay-abo na kisame ng opisina ng lilang langit. Pinaghatian ng araw, buwan, at bituin ang makulay na langit. Ang simoy ng matamis na hangin ay pumapasok sa aking ilong. Unti-unting napalitan ang usok sa aking baga. Ang kamay ng aking orasan ay hindi na gumagalaw. Nakita ko ang mga asul na dahon na nahuhulog mula sa likod kong puno.

Nakabalik ako mundo ng aking kabataan.

Sa mundo ng mga Duwende.

Literary: Mother's Pet Shop

Mother started her pet shop 121 years ago. Although, she just finished paying an unfair debt 73 years ago.

Her pet shop has had 16 managers. Unfortunately, the first had to be fired due to the unfair debt. The actions of the managers after that had to be approved by the debt collectors. A new one was appointed when the old debt collectors were bought out by other debt collectors. However, the old ones came back and saw that Mother’s shop was not doing well since the new debt collectors, so they just forgave Mother’s debt and left, claiming that they “saved” the pet shop from an oppressive debt scheme.

The first few managers that Mother was able to appoint by herself did well in getting things back up. Unfortunately, the one who showed great potential to do good, turned out to be pocketing money from the register to buy his wife tons of shoes. He also paid the janitor to make the doves disappear. He claimed the doves had the “Red Plague”. His “New Pet Shop” plan also turned out to be a scam. Mother kicked him out and he joined up with the old debt collectors.

Things from then on have not been so great. Another manager was kicked out for stealing money. Only this time, he was also running a poker club in the basement. The one after that spent too much time talking on the phone with her friend Garci. The next one tried to set things straight, but he didn’t really do much at all.

The latest one appealed to Mother because he seemed determined to set things right and he promised all the unwanted merchandise would be “wiped out” in 3 to 6 months. Except not only did that not happen, but Mother also suspected that he killed the black cats that won’t sell. He claimed the black cats were too violent to be on sale due to an alleged catnip addiction. He also started to sound like one of the parrots with his false promises, rants and swearing. He also blames other pet shops for our lack of business. Mother’s other pet shop-owning friends all agree our manager is out of control.

Mother hoped he would change his ways. Like the manager whose wife had a shoe fetish, he could have done so much good for the pet shop if he just paid attention to what the animals and customers needed. At the very least, it would have been great if he stopped swearing like a parrot.

By this point mother was fed up, she had it with managers stealing from her, abusing the animals and in general not being productive and beneficial for the pet shop and the animals living there. She walked right up to the manager and said, “If you don’t straighten yourself up, you’ll be worse than fired!” She then listed in alphabetical order the many ways other pet shops dealt with their crooked managers. When he heard about the pet shop across town and what they did to their manager who ate cake instead of feeding the animals, he knew what he should do.

Now he no longer “does away” with the cats, he now puts them through an adoption program. He also now limits his rants to once a month. Things are now looking up for Mother’s pet shop, another pet shop even decided to invest in it. The only remainder of the bad days are the parrots who still unfortunately swear and rant.

Literary: Drowning to Fly

The sun above is high in the sky
Far, yet within hand’s reach
Its light is warm and bright
Yet it never reaches us

An ocean in the sky
Deep blue, shrouded in darkness
Between the earth and heavens
Go through it to reach the sky

People yearn for the sun
To fly into its light and warmth
People strive onward and upward
Only to fall back to the ground

This ocean is infinite and perilous
Pass the abyss in its stomach
The sun is waiting on the other side
The promised land is there

The higher you swim the heavier it becomes
Muscles ache, your heart breaks
The closer you reach, the farther the dawn
Swim into the abyss to reach the sun

Going up feels like sinking rock bottom
Swimming or drowning, it’s all the same
Up feels down and down feels up
Where do you go to grasp for air?

Light fades, darkness seeps in
Warmth disappears, cold sinks in
Breath runs out, lungs start to fail
Must reach the sun

To reach the sun, dive into the sea
The sea that traps you within
Go through the deep cold abyss
And take the promised warmth

Feel needles prick you as you dive deep
Feel the water close in on you as you swim
Light blue sky replaced with a dark blue abyss
A speck of light to keep you going

Going through the cold to reach the warmth
Diving deep to reach the sky
Drowning to fly
Laughable

Literary: A Feeling

A giant pegasus broke its left wing,
Unable to fly and move—losing the hope of
Moving on.
The pegasus wanted to go to the east,
To find his purpose,
To make a new life,
And to search for a nurse that could heal his broken wing.
Unable to flinch,
One crocodile went near the pegasus,
Making the pegasus feel uncomfortable and scared,
Scary, pegasus says in his mind.
For he thinks it’s impossible to win against him.
Looking at the crocodile’s figure—
Pegasus thought:
Huge, masculine… But at the same time,
He looks empty.
“I’m as broken as you, fellow pegasus,”
Crocodile muttered under his breath, scaring the pegasus.
“How did you know that I’m broken?”
The Pegasus asked, completely clueless.
“Your wings,”
The crocodile said,
“It’s broken, pegasus. However, the level of brokenness between us isn’t the same.”
Confused, Pegasus continued to ask more questions.
“What do you mean, crocodile?”
“You’re broken physically,”
Crocodile said quietly.
“I’m broken emotionally.”
Pegasus was speechless.
The silence between them was awkward.
He doesn’t even know what to say
For he has not experienced emotional brokenness.
“You know,”
Crocodile huffed,
“there really are things that don’t go as planned
as we thought it would be.”

Bita and the Botflies: Baffling and Bewildering

We all have that one artist or band we randomly come across in the internet one day and end up really loving.

For this article, let’s take a closer look at my most recent beloved discovery, Bita and the Botflies.

Bita and the Botflies is a local 5-piece band with vocals by Sofy Aldeguer, Rebel Aldeguer (Sofy’s father) and Kevin Novenario-Navea on the guitar, Rhey Concepcion on the bass, and drums by Mark Lincallo.

The band gives off a dark and mysterious vibe. The band name, for example, raises a lot of questions.

Who is Bita? What exactly is a botfly? A bit of research would let you know that Bita is actually another name for Sofy, and that a botfly is a parasite that grows inside human flesh. This, along with their rather interesting yet creepy art and graphics in their videos and publication materials, really builds up intrigue with its audience. All this build up is not futile though since their music will not let you down.

With unique vocals, catchy lyrics, and a groovy blues rock yet eerie sound, Bita and the Botflies will not only grab your attention, but also hold it long enough to make you think.
While the songs might be catchy and groovy, it’s the lyrics and the issues tackled in them that sets Bita and the Botflies apart from your daily go-to music.

With lyrics like “‘Di ako gagalaw kung ‘di ka kikibo, hindi ko isisigaw kung ‘di mo ibubulong, ‘di naman ako manghuhula” , Bita and the Botflies sings about sad and relatable topics such as scorned love and failed romances (Tagu-taguan and Manghuhula),  but they also tackle much darker and more serious issues such as prostitution and the objectification of women in the entertainment industry (Sisikat Ka Iha), and domestic violence and abusive relationships (Peklat Cream). 

Though some may find their songs uncanny because of the darker topics, their songs are undeniably eye-opening as they make you more aware of, as the band called it, truths that haven’t been fully socially accepted yet.

Feature: Nostalgic Gaming

Do you ever mourn the loss of your old beloved Nintendo Gameboys you would bring everywhere? Ever miss the chip tunes and the pixelated graphics of your old gaming systems?

Well, no need to fret! Introducing, gaming emulators! These programs and apps will take you back to simpler times, getting rid of the hassle of hunting down your old games in random garage sales and online shops.

The first emulator anyone should ever know about is My Boy! GBA Emulator on Android. It’s a very simple starter emulator, and it helps that there’s a good selection of games to play. With a collection including Pokemon Generation III, Legend of Zelda, and Super Mario Advance, it’s refreshing to go back to the basics. It just goes to show that 3D graphics and surround sound is needed for a game to be good. Although fair warning, these games may take more of your time than you anticipated.

There are multiple other GBA emulators for other platforms, but My Boy! has been the most reliable one to date. Another available emulator for Windows and Mac OS that does the job as good as My Boy! is mGBA, which does the job as good as this one.

The second emulator that is a must-know is PPSSPP. The PlayStation Portable is not considered retro because games from the PSP have higher graphics since the console’s release was in 2004, fairly recent compared to the 8-bit to 32-bit styling of the consoles from the 80s and 90s. However, it is a fairly nostalgic console for the current generation. Game titles like Tekken 6, God of War, Assassin’s Creed, The 3rd Birthday, and other PSP exclusives make the console worth emulating.

RetroArch! is a software that makes emulation easier. It’s one program that handles multiple emulators (or cores as it’s termed in the software), so you only have to worry about one application to fulfill your emulation needs! It emulates everything retro, from old arcade machines and Atari models to Super NES and GameCube.

It can run almost everywhere; Windows, Linux, Mac OS X, and phones that run on Android and Apple, but also on gaming consoles like PS3, PSP, PSVita, Wii, and more! It’s completely configurable, open-sourced, and free.

Now, the talk about emulators has brought up the actual legality of playing old video games in new technology. Emulation has always been in a gray legal area. While emulators themselves are not illegal, the ROMs (read-only memory) for the games are. ROMs are the copyrighted game files, and the distribution of them harms the company that owns them. However, since it has been literal decades since the games have been released with no plans for re-releases, and a large number of companies from the 70s and 80s have been bought out or shut down. That leaves the consumers to search far and wide for an overpriced cartridge of an old retro game.

The people who archive old games and turn them into ROMs for emulators aren’t looking to steal copyrighted content, they are just solving a distribution problem that the gaming industry won’t. Video games don’t have a concentrated application where it can be largely found, like what Spotify is for music. Therefore, the community is on its own to scour the hidden treasures of yesterday’s past. //by Kiara Gabriel
